When the standard procedure applies

The standard review applies when the transfer does not meet the conditions of the simplified procedure, but the export of the goods or technology is permitted.

  • The buyer's country is not on the current list of states for the simplified review.
  • The goods or technology are on the list of critical items.
  • There are international restrictions, sanctions, embargoes or other circumstances requiring additional review.

Why the review can take up to 90 days

Build with Ukraine — under the standard procedure

If an international transfer is carried out within Build with Ukraine, the permit application is reviewed under the standard procedure.

This concerns transfers related to the manufacture of Ukrainian defence products abroad under intergovernmental arrangements and their return to Ukraine.

Your steps to the permit

    Register

    Register the company with the State Service of Export Control as an entity carrying out international transfers.

  2. 02

    Find a buyer

    Confirm the foreign party's interest with a contract, a draft contract, a letter of intent or an official request.

  3. 03

    Check the country and goods

    Make sure the buyer's country is available for the simplified mechanism and that the goods or technology are not critical.

  4. 04

    Collect the documents

    Obtain documents from the foreign party and the importing state's guarantees, and prepare the package for submission. For technology exports — confirm its value.

  5. 05

    Submit the application

    Deliver the application and the document package to the State Service of Export Control.
